Hounslow's new Local Implementation Plan

The London Borough of Hounslow have published their third Local Implementation Plan (LIP) in response to the Mayor’s Transport Strategy (MTS, 2018). The LIP covers the period 2019-2041 and identifies how MTS policies and objectives will be implemented at a local level, as well as setting the overarching vision for the transport network in Hounslow. The LIP follows the successful implementation of Hounslow's second transport strategy, which delivered many improvements such as the conversion of over half the roads in Hounslow to 20mph, including all roads outside schools, and over 200 new cycle parking spaces.

The vision set by the third LIP is that, ‘The transport network and public realm will enable and encourage the development of a prosperous, healthy, accessible and safe environment for all residents and visitors'. It defines three primary objectives:

- Healthy, Clean and Green: reducing transport related emissions and improving health outcomes through active travel.
- Safe: achieving the Mayor's Vision Zero target for London.
- Efficient: ensuring that the transport network operates efficiently, facilitating economic growth and unlocking new homes and jobs.

These objectives are designed to address a number of challenges faced in Hounslow that are related to the borough's transport network. These include poor air quality, high levels of congestion, a need to improve road safety, high levels of severance (physical barrier to movement such as motorways) and the lack of orbital, cross-borough, transport links.

The evidence gathered for the LIP highlights the need to encourage more active and sustainable travel in the borough, through the creation of healthier, safer streets. At the heart of the strategy is the adoption of the MTS Healthy Streets framework which puts people’s health at the heart of decision making. Furthermore, in line with the Mayor’s Vision Zero Policy (no deaths or serious injuries in London’s Transport Network by 2041), the LIP also identifies the need to balance a safe environment with an efficient transport network.
